An exciting opportunity has arisen to work on urban resilience in Greater Manchester, a city-region that is recognised as a global leader in resilience. The role holder will hold a management position in the Greater Manchester Resilience Unit (GMRU) which sits within the Greater Manchester Combined Authority (GMCA). The unit is jointly funded by the ten councils of Greater Manchester and delivers civil contingencies services for the 10 councils, ensuring they are prepared for emergencies, and that they discharge their statutory responsibilities under the Civil Contingencies Act 2004 and associated legislation.
The role will lead on work to assist councils to prepare for, and respond to, emergencies. This will include risk assessment, updating and drafting emergency plans, delivering training and exercises, and promoting the development of effective capabilities within councils. The role holder will lead a team of staff in developing their expertise to provide technical advice in emergencies within a multi-agency and cross-border environment, and to deliver a high-quality service which meets the vision, values, aims and objectives of the GMRU, the GMCA, and the 10 GM Local Authorities.
Other duties will include ensuring staff deliver objectives set out in the unit’s business plan, taking responsibility for leading specific areas of work, and representing the unit and local authority interests in a variety of muti-agency and local authority governance structures. The unit runs a 365/24/7 response service to the GM councils in an emergency, the role holder will be a key member of this service, providing technical advice and support to councils and responding agencies where appropriate.
This work is delivered in a wider multi-agency environment with civil contingencies activity across Greater Manchester coordinated through the Greater Manchester Resilience Forum, a statutory partnership that brings together over 80 organisations involved in planning for, responding to and recovering from emergencies.
The post holder will join GMCA and the GMRU at a pivotal and challenging time as Greater Manchester’s Councils implement their resilience ambitions set out in the recent Trailblazer Devolution Deal agreed with Government, GMCA’s Greater Manchester Resilience Strategy and the UK Government’s Resilience Framework.
About you:
The post holder will have excellent communication and relationship management skills with the capacity to work with senior managers, operational staff and a variety of different stakeholders. They will have the drive, enthusiasm, and experience to lead the shaping and delivery of services to meet business needs. They will also enjoy working in a fast-paced environment, under pressure, using their initiative, managing sometimes conflicting priorities. Whilst it is an advantage, experience in civil contingencies is not essential.
The post holder will be required to work flexibly to meet the needs of the service and to be on call as part of a rota to ensure the GMRU provides 365/24/7 on call cover for emergencies. The successful candidate must undertake and pass police security clearance through the Greater Manchester Police, and manage information in line with national security standards, recognising appropriate levels of confidentiality. They must be prepared to travel to various sites across the Greater Manchester city region for stakeholder meetings and incidents as required, and outside of Greater Manchester on occasions if business needs require. Hold a full driving licence and must have access to a vehicle for business use for which casual car user allowance will be paid.
